Responsibilities

The Office of Refugee Resettlement (ORR) Case Manager requires expertise in providing quality social services, individually and in groups, to clients and their families in order to accomplish program objectives and Agency goals.

 

Essential duties

  • Coordinate with United States Border Patrol agent placement of the Unaccompanied Alien Children (UACs)
  • Review, present and complete placement packet with foster parents and UAC
  • Complete Psycho-Social Assessment with all UAC's within 24 hours of placement into Lutheran Social Services (LSS) foster care
  • Complete treatment authorization request for initial physical, dental screening, TB Skin Test and other immunizations
  • Complete placement summary within 72 hours of placement of UAC into LSS foster care
  • Complete Preliminary Treatment plan within 72 hours of placement of UAC into LSS foster care
  • Contact prospective sponsors to discuss role of LSS and reunification process
  • Ensure sponsor information is included in family reunification packet
  • Attend bi-monthly case staffing meetings with Division of Unaccompanied Children's Services (DUCS) field coordinator and follow-up with DFC recommendations
  • Conduct bi-monthly home visits with each UAC to assess child's emotional, social, and psychological functioning
  • Maintain contact with foster parents regarding child's progress and needs and complete monthly documentation on all cases
  • Complete initial Treatment Plan within 30 days of UAC placement
  • Review completed family reunification packets for accuracy
  • Follow up with sponsor to discuss any issue identified in review of family reunification packet
  • Complete Release Request Worksheet, Case History (if applicable) and Verification of Release Forms. Submit to DFC along with copy of Family Reunification Packet
  • Receive approved Interim Verification Release Form. Review with child and obtain his/her signature
  • Complete Changes of Address, Changes of Venue form. Obtain child's signature. Send original to Executive Office of Immigration Review (EOIR) and forward copy to DHS (Department of Homeland Security)
  • Complete and submit notice to the EOIR form when Office of Refugee Resettlement (ORR) issues approved release for child
  • Assist children during departure as needed
  • Prepare, compile, submit and maintain accurate records, files, forms, statistics, and additional relevant information in accord with Agency policy, licensing and/or funding requirements
  • Review and sign off on client records in accordance with licensing, Council on Accreditation (COA), and contract standards
  • Participate in planning, coordinating, implementing, and evaluating designated social service program(s)
  • Participate in workshops, seminars, education programs and other activities that promote professional growth and development
  • Extensive driving and some travel required
  • Other duties and special projects as assigned

 

Working Relationships

  • Work closely with case management staff, interdisciplinary teams, and other program service providers to ensure UAC are receiving the full scope of available program services and resources in order to meet Individual Service Plans (ISP)
  • Work closely with Program Director and other service providers to ensure UAC are receiving the quality of care and case management services needed and the program services are meeting its established goals and objectives
  • Work closely with UAC to build trust and a positive rapport, while maintaining ethical boundaries at all times
  • Work as team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and is consistent with Agency policies and practices

Qualifications

Minimum qualifications

  • Bachelor’s degree in Social Work, Counseling, Psychology, Social Services, or closely related field
  • 5 years of case management experience
  • Strong working knowledge of motivational interviewing
  • Ability to establish rapport, trust, and boundaries with children, parents and families
  • Strong interpersonal and people skills with the ability to work and interact with diverse groups of people
  • The ability to apply compassion and empathy, while dealing with stressful and difficult situations
  • The ability to work independently and collaboratively within a group
  • Excellent writing skills with the ability to write in a detailed and concise manner; writing free of grammatical errors
  • Strong and effective communication (verbal) skills with the ability to clearly communicate thoughts and provide instruction
  • Strong organizational and time management skills with the ability to manage a heavy caseload and meet deadlines
  • Proficient in Microsoft Word, Excel and Outlook
  • Bilingual (English and Spanish based on service area and service population)

 

Preferred Qualifications

  • Master’s degree in Social Work, Counseling, Psychology, Social Services, or closely related field
  • Experience working with child welfare or other disadvantaged populations
  • LMSW, LPC, LCSW, or LMFT
