  • Overview

    The Program Analyst is responsible for the development, implementation, and delivery of programmatic data monitoring and evaluation for the Disaster Case Management Program in accordance with Agency standards and funding requirements. This position will travel within assigned geographic area.

    This is a grant funded position and the duration of the position is determined by the grant and/or funding.


    Essential Duties  

    • Develop and implement programmatic data monitoring and evaluation strategy and protocols in accordance with funding requirements
    • Provide expert data monitoring and evaluation to the program, consortium members and providers ensuring they meet programmatic requirements and adhere to FEMA Disaster Case Management Guidelines
    • Confer with consortium members to define and identify key performance metrics and reporting components
    • Clearly communicate and disseminate expectations and goals for data collection and management
    • Ensure programmatic data consistency and integrity
    • Assess and oversee monitoring and evaluation summaries and reports for provider agencies and provide written or oral feedback as needed to remediate deficiencies and provide quality improvement recommendations
    • Identify, analyze, and interpret trends or patterns
    • Monitor and evaluate data outcomes, make recommendations or improvements for continuous quality improvement and to meet program goals and objectives
    • Implement strategies to meet best practice standards
    • Work in partnership with program management staff to identify training needs and implement as needed
    • Conduct regular quality control reviews and audits to ensure compliance with program requirements and best practices
    • Assist in establishing and Instituting policies and protocols which protect and ensure client confidentiality and privacy
    • Attend and participate in meetings with consortium members, partners or stakeholders as requested by Program Management
    • Ensure weekly, monthly, quarterly, annual, and ad hoc reporting is completed in a timely manner and meet programmatic reporting requirements
    • Other duties and special projects as assigned


    Staff Management and Development

    • Support data monitoring and evaluation staff with training and guidance
    • Assign and provide coordination of reporting schedules


    Working Relationships

    • Develop and maintain positive working relationships with consortium member agencies, national, state and community partners (including governmental, faith-based, nonprofit and the private sector), vendors, and judicatories
    • Work closely with Executive Director of Disaster Response and other teams to ensure outcomes are met and services are delivered in a manner that is consistent with Agency and program standards
    • Work as a team player and exhibit professional behavior and a positive attitude with team members and other external partners that reflects positively on the Agency and is consistent with Agency policies and practices
    • Act as a liaison with consortium members and stakeholders to facilitate effective communication and coordination


    Minimum Qualifications

    • Bachelor’s degree in Business Management, Information Systems, Mathematics, Geography, Statistics or similar degree; experience may be considered in lieu of education
    • 2 years’ experience in data and program analysis
    • Experience in training
    • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
    • Adept at queries, report writing and presenting findings
    • Excellent written and verbal communication skills
    • Strong people, interpersonal, and relationship management skills with the ability to work effectively, respectfully, and with empathy with affected communities and clients, service providers, vendors, and staff
    • Strong time management and organizational skills with the ability to complete projects on time, ability to manage multiple projects at once and prioritize competing requests and tasks
    • High stress tolerance with the ability to work under pressure with a combination of leadership customer service skills
    • High proficiency using Microsoft Office (Word, Excel, PowerPoint, and Outlook)
    • Must be able to travel within geographic area with frequency


    Preferred Qualifications

    • Master’s degree in related field
    • Experience with Federal grant reporting
    • 3 years’ experience in data and program analysis
    • 2 years’ experience in statistical analysis
    • Knowledge of disaster case management or disaster response work
