  • Overview

    The Clinical Director is responsible for the overall administration and management of the clinical, medical, and medical records program. Services and works in a collaborative manner to support, plan, develop, implement, monitor, and evaluate clinical and medical services for Unaccompanied Children (UC) in accordance to Agency policies and procedures, licensing and funding requirements, and other federal, state, and local regulatory requirements.   

    Responsibilities

    Essential Duties  

     

    Program Administration and Management

    • Direct the work of the clinical and medical teams to ensure program operations are consistent with established models and standards chosen to reflect the mission and values of the Agency
    • Provide direct and indirect care within the scope of clinical, nursing, medical records duties and responsibilities as outlined in the established policies and procedures, standards of care, and other regulatory and licensing standards
    • Lead the interdisciplinary team in developing, implementing, and evaluating individualized treatment and behavior plans; ensure plans are developed to meet the specific needs of the UC and families; ensure all clinical services, interventions, and treatment is appropriately applied for all UC; work in collaboration with interdisciplinary and treatment teams to evaluate the medical and developmental needs of the UC
    • Provide oversight, guidance, and support to clinical and medical staff to ensure UC are receiving the highest level of care and continuum of care needed to meet their individualized treatment and behavior plans in accordance with licensing standards and regulatory requirements; review all UC treatment and behavior plans for clinical appropriateness, measurable objectives and compliance with licensing standards and Agency policies and procedures
    • Provide oversight and guidance to ensure all case files, notes, and records are accurate, include the pertinent and required information and is completed in a timely manner; establish procedures and protocols to ensure accuracy and timeliness of completing, updating, and submitting case notes
    • Establish policies and procedures to ensure the clinical and medical departments and services are being administered the manner that ensures efficiency, effectiveness, and ensures UC are receiving the highest quality of care
    • Monitor compliance with state, ORR, and other regulatory agencies for timeliness of services, assessments, and completion and submission of monthly, quarterly, and annual reporting
    • Oversee clinical record standards, storage, and HIPPA compliance; ensure all clinical records are properly maintained and released according to Agency policies and procedures, HIPPA, and licensing standards
    • Utilize assessment tools and skills to develop and implement a treatment plan that meets specific objectives and goals and the needs of the child; provide intervention plans if needed
    • Monitor and report changes in child’s mental, emotional and behavior and the individual service plans; document changes according to Agency policies and licensing and regulatory standards
    • Manage and oversee Bachelor and Master level internship placements
    • Co-facilitate or facilitate individual, group, and/or family therapy sessions as needed
    • Provide direct oversight of the Medicaid Coordinator in credentialing, billing and coding.
    • Regularly review, monitor, and evaluate the program to identify and minimize risks
    • Respond to crisis situations in a timely manner; provide support and coaching to staff during crisis situations
    • Provide on-call and crisis intervention when needed

    Staff development and management

    • Provide clinical leadership and ongoing support and coaching to all direct report staff to ensure the department is operating effectively and efficiently in accordance with Agency policies and established goals and objectives. Provide oversight and coordination of managing and assigning caseloads to ensure balance with caseloads needs more acute care
    • Interview, hire, and train new staff and develop and implement ongoing staff development trainings
    • Coach and support direct reports to ensure they have the necessary tools and resources needed to optimize their performance and ensure established goals and objectives are achieved and the needs of the UC are being met; develop all staff members to their professional potential, and foster teamwork
    • Regularly review employee performance and provide supportive and constructive feedback
    • Complete, conduct, and submit the 90-day and annual performance evaluations per established due dates

    Fiscal Responsibility

    • Oversee program costs and expenditures and ensure they are in alignment with budget allowances
    • Using statistical data provide monthly, quarterly and yearly reports relating to program operations and service delivery costs and the return on investment in terms of the UC preparedness and emotional, mental, and physical well-being

     

    Working Relationships

    • Work closely with the interdisciplinary and treatment teams, staff, and medical and non-medical providers to ensure all UC are receiving the quality of services needed to meet their individual treatment and behavior plans
    • Develop and maintain positive working relationships with program administration, management, the team, interdisciplinary team, and UC to ensure the program is operating effectively and efficiently and is meeting its established goals and objectives
    • Work as a team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and is consistent with Agency policies and practices

    Qualifications

    Minimum Qualifications

    • Master’s degree in Social Work, Counseling, Psychology, or closely related field
    • LCSW, LPC, or LMFT
    • 5 years’ experience in program development and management
    • 3 years’ supervisory or managerial experience
    • Demonstrated ability to build trust and rapport with children
    • Strong organizational and time management skills
    • Strong people and interpersonal skills with the ability to work and interact with diverse groups of people
    • Demonstrated ability in managing all clinical aspects of a clinical program
    • Proficient with Microsoft Word, Excel, and Outlook

     

    Preferred Qualifications

    • Experience working in a Residential Treatment Center (RTC), in Behavioral Health or ORR therapeutic program
    • Demonstrated ability to utilize systems theory in clinical practice
    • Certification in Therapeutic Crisis Intervention
    • LMFT, LCSW or LPC Supervisor license.

    Physical Demands & Work Conditions

    • This position requires sitting and looking and using a computer for long periods of time
    • Position works in a child facility and will have constant exposure to children
    • Lift, push, pull, move up to 75 lbs.
