What You'll Do

The Statewide Director has overall operational responsibility of the strategic expansion, therapeutic care and overall oversight of the day-to-day operations and management of Foster Care programs and service delivery. It is the responsibility of the Statewide Director to work directly with Regional Directors & Recruitment Director to oversee program operations and service delivery and ensure all efforts and activities are operating in accordance with Agency and licensing standards and applicable federal, state, and local regulatory requirements.

Responsibilities

  • Research and identify program services, expansion, improvements, and enhancements to meet Agency anddepartment goals and objectives
  • Track and document progress against previous years’ strategic goals and identify major strategic changes usingmetrics, dashboards, market and data analysis and financial data; devise an action to address identified changesand shortages
  • Develop and establish strategies/systems with direct reports to streamline policies, procedures, and processes toensure they are designed and enforced to meet licensing standards, CARF standards and applicable federal, state,and local regulatory requirements
  • Research, identify and communicate current and updated contract and licensing standards and regulatoryrequirements that impact program operation and service delivery; ensure all policies, procedures and practicesfollow established regulations and licensing standards
  • Oversee the Continuous Improvement Program in collaboration with Quality Assurance including oversight ofquality improvement efforts in programs using collected data, industry trends and statistics, and program metrics
  • Research, identify, and develop new relationships and partnerships to enhance, expand, or improved programservices
  • Lead budget process and work closely with finance department to develop annual budgets; responsible formanaging the annual budgets in accordance to funding guidelines and Agency standards; regularly monitorprogram costs and expenditures to ensure they are in alignment with funding guidelines and operating withinfinancial projections
  • Work closely with finance department to develop policies and strategies for fiscal management, including all revenues, expenses, endowment funds, and investments; ensure accountability and long-term stability through the conservative fiscal management of resources and endowments
  • Work closely with direct reports to develop accurate and timely analysis of budgets, financial reports, and financial trends to the campus in proactively resolving financial issues or trends. Provide monthly reports to Chief Operating Officer.
  • Work closely with Chief Operating Officer to provide financial analysis and leadership for issues, opportunities and threats affecting the Agency, such as evaluation of new alliances and partnerships, funding, regulatory requirements and changes and financial investments
  • Other duties and projects as assigned
  • Coach and support staff to ensure they have the necessary tools and resources needed to optimize performance, ensure established program goals, and achieve operational excellence.
  • Communicate with direct reports in periodic one-on-one meetings
  • Organize and deliver regularly scheduled staff meetings to communicate present, on-going, and future updates of pertinent information, projects, and initiatives
  • Work closely with management team to interview, hire, and onboard new employees who are strong cultural fits for Upbring
  • Work in collaboration with leadership and the People and Culture Team to arrange training; when needed, coordinate and/or provide in-service training for staff development
  • Regularly review employee performance, including goals and progress, to provide developmental feedback: use applicable agency development tools to facilitate growth and development in staff
  • Draft and issue the 90-day and annual evaluations, along with supporting documentation, as per established procedures; work in collaboration with staff to set goals during evaluation periods

Qualifications

Minimum Qualifications

  • Master’s degree in Social Work, Counseling, Psychology, or closely related field required
  • Must have an active Licensed Child-Placing Agency Administrator (LCPAA) license
  • Seven (7) years professional program management and development experience in foster care, adoption, or child welfare field, with at least three (3) years in a management role
  • Strong organizational and time management skills, with the ability to pay attention to detail
  • Strong interpersonal skills and the ability to demonstrate excellent leadership skills

Preferred Qualifications

  • LMSW, LCSW, LMFT, or LPC
  • 10 years professional management and program development experience in foster care, adoption, or child welfare
  • Bilingual (English and Spanish based on service area and service population)

Physical Demands & Work Conditions
  • This position requires sitting and looking and using a computer for long periods of time
  • Position works in a child facility and has constant exposure to children
  • Position requires frequent standing, walking and time in units/cottages which are areas where children reside
  • Lift, push, pull, move up to 25 lbs.
